The 2025 Vote for CMF Board of Directors

The CMF HOA Board Bylaws governing structure consists of five (5) Directors with equal voting rights. The practice has been for Directors to serve two-year terms.  The current Bylaws do not specify term limits.  However, two current Board members (Bruce Anderson and Barbara Brooks) have served four terms or more as Directors including when they held years as Board Officers. Given this lengthy tenue as Board members they voluntarily decided that this is the time not to run for another term as a voting Director on the Board.

For the term beginning January 1, 2026, there are four (4) openings for Board Director positions.  Given that there are more than four HOA members who have volunteered to be considered for a Director role, HOA members are being asked to vote for no more than four of the candidates for these Director positions.  Proxy voting forms and the instructions on completion will be provided online and we have set September 30, 2025 as the target date for returning a proxy ballot with your selections.

The Board Director role is not limited to oversight, but active participation in operations.  Board members dedicate volunteer hours on planned activities such as the 6 to 8 formal Board meetings during each year and the maintenance and administration of the CMF HOA website. They are also personally engaged in meeting prospective buyers, state and local officials on environmental responsibilities, working directly with our legal, accounting, security, road and common area maintenance service providers.

We are fortunate to have individuals volunteer their services on the expected and unusual conditions impacting our community.   Given that there is much work underway for the Board, a successful transition between the selection of any new members and January 2026, Bruce Anderson will remain as Board President until January 2026 and will facilitate and oversee the Board’s selection, training and accountabilities for the 2026 Officer team. The CMF community needs continuity and readiness to address the Board responsibilities.

Final Preparation Guidelines for the Upcoming Election.

  1. Many CMF Properties have co-ownership in the HOA records and in the Wilkes County Register of Deeds. For voting purposes each lot has one vote so any duplicate voting for a single lot, will be rejected.
  2. HOA Members in arrears on their HOA annual dues where the HOA Board has taken legal action with Wilkes County to apply a lien on the property due to non-payment should seriously consider making payment before the voting process is complete so their vote could not be challenged as not in good standing following North Carolina legal precedence.
  3. If the returned votes do not constitute the necessary minimum number for a quorum, the voting results will be an input in the selection process but the authority rests with the current Boad members led by the President to make the decision on the appointment of Board Directors.

2025 Volunteers for Board Positions

Perry Swaim  –  Incumbent – Acting Vice President – Website Administrator – Tours potential buyers to view available properties. Currently managing four major projects for improvements of CMF.  Provides security support whenever called. Lot 96  Owner  for 5 years. Developed Full Time Residence

John Belton  – Incumbent – Acting Treasurer – Initiated and oversaw the move of banking and investments to a local branch for easier access. Oversees the financial health of CMF. Instrumental in helping to recover past due HOA fees.  Lot 14 Owner 4 Years. Developed Full Time Residence

Lou J. Pagano Jr. – CEO Industrial Order Control – Lot 45 Owner 3 years.  Acted as his own Contractor. Well experienced in the building process. Has assisted in touring the lots for potential buyers when Perry isn’t available. Helps with security calls as needed. Developed Full Time Residence

Eric Clement – President of LivingHope, a nonprofit organization. Lot 69 Owner 1 Year. I work as a Construction Analyst for the Department of Veterans Affairs, where I manage a $121,821 grant, for each qualified Veteran, to make homes handicap accessible for wheelchair-bound veterans.  Developed Full Time Residence

Sean M Bryan – Principal Scientist – Bio Process and Validation. Lot 234 Owner 2 years. Undeveloped  Building 2026

Dennis B. Taylor –   Financial Planner/Analyst Lot 37A Owner 2 years. I am interested in real estate, topography, maps and investing. CMF community is a great place for me and my interests as I enjoy following the maps and tracts of this development.  Undeveloped Building  2025.

Michael Burrows- Lot 179 Owner 18 years Undeveloped.  I have served briefly on my 500 home,  neighborhood HOA board as the Treasurer before handing those duties to a CAM. My background is Finance and Investments with several years of experience in Management and Supervision in the banking and accounting profession. Other board experience consist of Gaming Commission and Budget Committee for a native tribe in NW Washington state.

Owners Gate Codes 2025

Please be advised at the gate entry codes have been changed as of June 17, 2025.

 

Our entry Procedures have changed. For security reasons, we ask that you use the following codes.

 

Your entry code is 8470.

 

If you have a contractor/services repair please give them the code 1984.

 

If you have visitors please give them the code 6522.

 

We have established a new procedure for providing access to Realtors and their prospective buyers.  We have encountered numerous problems with realtors giving access codes to unescorted people.  Please help us to maintain the security of all our properties.

If you have a realtor wanting to bring clients to view your property they are required to contact Perry Swaim, VP HOA or Geraldine Blevins to receive a one-time use code for each entry and visit.
